OOPY FOR REGISTRATION

CYPHER TELEGRAM from the Officer Administering the

Government of Hong Kong to the Secretary of State for

the Colonies.

Dated 5th September, 1937.

Received 6.52 a.m. 5th

September.

No.180,

Secret.

My telegram No.177. Secret:

Shanghai Banks.

My reply was chiefly based on the fact that

branches already exist here of Bank of China and Bank

?

of Communications.

Hong Kong would presumably benefit

by such a process and if this is proposed as a temporary

expedient I have no more to say. But if there is any

suggestion of a permanent shifting of China's financial

?

centre I should like to have the opportunity of

expressing my views.
